Is This Modest?
MInTheGap: This is about as short as shorts can be for me and be considered in the modest territory– or borderline. They are not short shorts, and they’re not tight, so I don’t have a problem with them. The layers are decent– with the jacket. So this outfit is fine by me.
Foy: The shorts are very borderline. From the waist up though, it’s very modest.

Modest for the most part. I’m not crazy about the length of the shorts, but they’re not too bad. But good grief, does she look angry or what!

The shorts are too short, IMO. The rest of the outfit is fine. It’s a little hard to be immodest in a loose, zipped up jacket like she’s wearing. That is unless one’s attitude is immodest.
Personally I think she could add a little more femininity to her outfit, but I can’t see what her shirt is like, so I won’t judge. It appears that she was hiking? So I guess that’s not a big deal.

The shorts are way too short! There is too much thigh showing. The jacket and shirt seem to be alright. Like Annegirl said, I can’t see the shirt. Loose fitting clothes are good for hiking. The shorts should be changed for a nice below the knee skirt.
